16 clubs from Florida
Select 12-16 clubs that are the strongest on the girls side and the strongest on the boys side. Create 2 Div. At the end of the season the bottom two clubs in each gender will have to play relegation games against new applicants. The Div. 2 winner will move up into Div. 1 and the the last place team will be moved down into Div. 2. Bottom 2 from Div 1 will play relegation games against 2nd and 3rd place clubs from Div. 2. Take it to the next level a get the the clubs from R3 involved.
A State Cup tournament for the clubs involved (Div. 1 & 2 ) could be created at the end of the season. We would have a club champ by gender and an overall team champ.
I personally do not care if it would be under FYSA or USCS.

This proposal favors club soccer at the expense of smaller clubs. You would be hurting smaller clubs and not be finding the best team in the state but the best club team in the state. If you want to do this — it should be based on an each year basis. Look at prior year results — if not in top 20 ranks — they cannot qualify for State League. It is more complicated yes, but much more equitable.
But there is a chance that smaller clubs within the same area would start working together. Are you really a club if you have only a total of 4 or 5 comp. teams?
ECNL & NPL is all about U13 and up and is great recruiting tool for clubs. So far what do they do to develop players (U6-U12).
In the way ECNL is expanding it will turn intoa State League within every State. Adding some high $$$ tournaments under the ECNL umbrella and that’s it.
Would be nice if USSF would take over and just structure youth soccer nation wide. CA & TX is split and they could do the same in FL.
Just so everybody knows – I am not a fan of anything that is related on club performance or related like FPL/NPL/ECNL/CDL etc. Doesn’t make any sense to me at all but this is the way it goes right now in the US. One day (4-6 years) the US will copy the European system. When that happens you will see that the top players/teams will not be playing HS soccer anymore.
For Florida:
2 State Leagues ( Region North & South). Top 4 teams from N & S play for the over-all-champion.
3 Region Leagues within each region. The region Champs, runner-up and the bottom 2 from State League will play relegation games.
Now the top 2 teams within Region 3 would meet and play against each other in tournaments (Div. 1). Same could be done for 3 + 4 and 5+6 place teams.
The State League winners would go to Southern Regional etc.
Two rules need to be adopted:
1. A record stays with the club even if the whole team leaves. It will reduce the club hopping and helps building clubs.
2. Parents will decide who will coach/train the team by a simple 50% plus majority. At least as long as it ($$$) comes out of their pocket.
